The comment does not describe how the simulation would be visualized, so I have no opinion on how feasible that is to make for a single person. I'm not saying that was any good, but note I'm not guaranteeing any outcomes for this guy trying. I wrote a simple football simulator when I was 12 years old before I had access to the internet. What is described can be done with simple formulas. I wrote to you that in many cases this is probably better done by one person than a small team, if the person doing it is capable and has a clear vision. The functionality described is just simulation. Or you don't want most of the functionality you described because you know it's not a feasible goal for a single person. They have the features to keep me there obviously, but they just don’t feel polished. My biggest problem is just the execution of the games. I personally have over 1000 hours on PCM 17 alone, and probably between 10 to 15 thousand hours on all the games.
